Caring Attention delivered with Respect and Excellence: This has been our mission since we opened our doors in 2000, and we proudly carry it out every day. Regal Heights is a multi-faceted health care center that includes inpatient long-term care as well as short-term physical rehabilitation. The center also boasts a medical model adult day care program for seniors in the community needing medical care in an outpatient setting.
Our interdisciplinary team consists of physicians, physician assistants, nurse practitioners, registered nurses, rehabilitation therapists, licensed social workers, registered dietitians, therapeutic recreation leaders, psychologists and various health care specialists.

Kevin Place, CPA, MHA, LNHA, Chief Operating Officer, holds a Master’s degree in Health Care Administration, is a Licensed Nursing Home Administrator, and is a Certified Public Accountant. Prior to becoming the Chief Operating Officer, Mr. Place served as the facility’s Chief Finance Officer for ten years. With over 20 years experience in the field of health care, Mr. Place provides valuable leadership in guiding the facility through the challenges facing health care providers today.
Dr. Stephanie DeJesus, MD, Internal Medicine, Medical Director, was educated at Brown University and earned her MD at New Jersey Medical School. Dr. DeJesus specializes in Wound Care and has developed protocols that address and promote wound-healing. With over 15 years experience as a Medical Director, she has brought innovative and inter-disciplinary approaches to caring for the diverse population of residents at Regal Heights. Dr.DeJesus is a member of the American Medical Directors Association.
Norrele Silvero, BSN, BA, RN, Director of Nursing Services, is a graduate of Saint Vincent’s College of Nursing, and has 20 years experience in health care. Ms. Silvero is a member of the National Association of Directors of Nursing. She is IV-certified and BCLS/AED certified. Her areas of expertise include Quality Care, Continuing Education, Infection Control, and Risk Management.
Rowena Gaspar, BSN, RN, Assistant Director of Nursing, has worked in the long-term care setting for over 15 years. Ms. Gaspar’s experience includes positions as a Rehabilitation Coordinator and Corporate Wound Care and Infection Control Nurse. She is IV-certified, and BCLS/ AED certified. Her areas of expertise are Infection Control and Wound Care.
Estela Divino, LCSW, Director of Social Services, holds a Master’s degree in Social Work and is a Licensed Clinical Social Worker with over 20 years experience in long-term care. Ms. Divino has been a featured speaker at conferences involving various psychosocial issues related to working with geriatrics, and the special needs of the population of long- and short-term residents in a nursing home/rehabilitation setting. She is a certified field instructor for graduate-level social work students. She is a member of Adelphi University School of Social Work's Field Education Advisory Board. She is also a board member of Queens Interagency Council on Aging and is active on the Health and Social Services Committee of NYC Queens Community Board #3.
Dr. Ahmed Abdelhakim, PT, DPT, CEEAA, CDP, CADDCT, Director of Rehabilitation Services, holds a doctoral degree in Physical Therapy and has over 20 years experience in geriatrics and long-term care. He is a Certified Exercise Expert for Aging Adult, by American Physical Therapy Association, Geriatric Academy. He is also a Certified Dementia Practitioner and Certified Alzheimer’s Disease and Dementia Care Trainer, by National Council of Certified Dementia Practitioners. Other areas of specialization include Sabbahi’s techniques for evaluation and treatment of back pain, and physical therapy interventions for lumbar spine disorders. Dr. Abdelhakim has been the Vice President of the U.S. Egyptian Physical Therapy Association since 2010, and has given additional training to physical therapists.
Maria P. Young, BS, Director of Admissions and Marketing, has over 20 years experience in the health care industry, and has extensive knowledge of both government health programs and private health coverage. Ms.Young holds a bachelor’s degree in Business Administration, with focus on finance management and marketing.
Betsy Lazarus, LCAT, Director of Therapeutic Recreation, holds a Master’s degree in Art Therapy and is an art therapist with 20 years experience working in health care. Her research and artwork have been published by the American Art Therapy Association. She has served as Secretary and President of the New York Art Therapy Association.
Dr. Katherine Antzoulatos-Mouzakitis, DPM, RD, Chief Clinical Dietitian, has over 20 years experience in health care. Dr. Antzoulatos-Mouzakitis has a strong medical background as a doctor of podiatric medicine and surgery, as well as being a registered dietitian with a specialty in clinical nutrition. She is personally involved in Menu Planning, Patient Education and Counseling, and the development of therapeutic diets, including those that address the needs of dialysis and bariatric patients.
Eileen Castelli, Director of Environmental Services, has 20 years experience in the long-term care setting. Her areas of expertise include all aspects of Environmental Services, Purchasing/Central Supply, Security, and Maintenance.
Paul Edwards Jr., Director of Culinary Services, has over 20 years experience in healthcare and food service management. His career has encompassed progressive areas of responsibility, providing him with knowledge and experience in various facets of culinary services. Mr. Edwards holds a Certificate in Food Service Management from Adelphi University, a Certificate in Food Protection from the New York City Department of Health and Mental Hygiene, and is ServSafe certified.
